Indianapolis charter school expansion needs more evidence

Test-score comparisons and studies can't yet tell us what happens when charters become the whole system. Indianapolis needs more evidence to support expanding charter schools. Advocates argue that these schools will improve educational outcomes, but since 2009, charter proficiency levels have decreased. Stanford’s Center for Research on Education Outcomes (CREDO), or CREDO, has three shortcomings: its charter and traditional public school students aren't necessarily comparable. It doesn't match based on student or classmates, nor can administrative records capture parent engagement, the complexity of the choice process or transportation access. As charter enrollment increases, Indianapolis' academic performance has declined compared to comparable urban systems. However, this growth may have affected the health of the entire system.
